A deal worth around €23million (£18million) looks set to be agreed between the two clubs after weeks of negotiations and reports.
Cazorla’s agents have already held talks with Arsenal and they are happy with the proposed deal offered by the North London side.
Malaga paid Villarreal €19million for Cazorla just 12 months ago, but they have unpaid debts of around €40million which need settling this week.
Cazorla is now travelling to London where he will undergo a medical later today and complete his move to the Gunners.
